So, if a document is intercepted, misdirected, or simply left sitting in a tray, there is often no way to know. A fax sent to the wrong number doesn’t raise any alert and doesn’t leave a path for recovery. For agencies subject to FISMA, HIPAA, SOX, or other compliance frameworks, this visibility gap can be a serious liability.
Federal Policy Is Driving a Shift to Cloud Infrastructure

GSA set a final expiration date for all legacy Networx and Local Telecommunications contracts as of May 31, 2026. WITS 3 already expired in February. These are the telecom contract vehicles that have been for fax delivery for decades.
Any agency still using these services past this deadline is operating on infrastructure that is no longer contractually supported, creating a significant risk, including immediate service disconnection. The FCC removed the regulatory safety net for copper lines. Telecom carriers are now free to discontinue lines with just 90 days’ notice.
The urgency extends beyond aging telecommunications infrastructure. Federal agencies are also facing new modernization requirements driven by policy. CMS-0053-F, which took effect on May 26, 2026, establishes national standards for electronic claims attachments and related electronic signatures, requiring agencies to modernize workflows that still rely on manual, paper-based processes.
Agencies have a 24-month compliance window to modernize affected processes. At the same time, federal cloud initiatives such as M-24-15 prioritize the use of FedRAMP® Class D (High) Certified cloud services. Together, these requirements create what many agencies experience as a policy trap: they must modernize legacy workflows while ensuring the platforms they adopt meet strict federal security and compliance standards.
